Here’s how the EOC SimCell works.  The EOC staff reacts to calls from the SimCell controllers, and coordinates resources with the resource controller in the EOC SimCell. Resources arrive at simulated destinations within the EOC SimCell as ordered by the EOC staff. The result is realistic two-way communications, and coordination practice for the EOC staff.

The EOC SimCell is consequence-based. The casualties and damage that result in an exercise scenario provides a measure for evaluating the performance of the EOC staff.  At the end of an exercise, the EOC SimCell Director uses the Exercise Results Form to consolidate the casualties, damage and evacuees that result on each control mat.
