Microsoft Word and Excel files are included for generating a Master Scenario Events List based on the event cards selected for an exercise scenario.

Event Cards drive the events of the EOC exercise scenario on the control mats. The event cards are organized chronologically into decks that simulate activities at incidents and in a wide area. Each Event Card includes simple instructions for reporting events, requesting resources or assessing casualties and damage.

The Event Card method is flexible and simple. Event cards are divided into 8 decks of scenario modules that can be combined to fit any exercise scenario:

Information, which includes typical communications with local and state agencies.

Large-Scale Evacuations in a large populated area.

Mass Casualties from any situation that causes numerous casualties.

Power Outage involving a large populated area.

Area Damage & Debris from natural disasters.

Hazmat incidents involving toxic or hazardous materials.

Collapsed Structure incidents involving casualties.

And Crime Scene incidents such as terrorism that affect a large area.
