About 10 minutes ago, an explosive device detonated in a building at the State Fairgrounds. Hundreds of people may have been injured by the blast. Many may have been killed. Hundreds of others fled the scene. Some kind of chemical agent may be involved, but we need to confirm that. We will update you.    2 buildings at the scene were damaged by the explosion. The damaged buildings are Central City Coliseum and a small building next-door. 9:09 AM           555-6767 I have an Exercise Message. This is Bill Miller at the Central City Fire Department Operations Center. We are going to need additional Personal Protective Equipment for HazMat Team members at the scene. Please fax a list of what is available to 555-6624.  The Incident Commander on the scene will contact the EOC soon. Hazmat is on the scene and setting up emergency decontamination. We have  13  fire trucks, 300-horsepower each, and their crews are at the scene. We expect them to remain at the scene for the next 7  hours. We are aware of the terrorist incident at the State Fairgrounds. We have activated our disaster plan and are standing by. All available Personnel shifts have been called in for four hours of work. We cannot find written signs and symptoms for nerve agent. Can someone there fax us a list of hospitals in the area that can decontaminate walk-in patients from the incident? Fax it to 555-6624 . All of our transportation assets are responding to other calls. The current temperature is 65 degrees.   Winds are from the SW at 5 MPH. Barometric pressure is 30.1 millibars and dropping. 9:16 AM           555-8971 I have an Exercise Message. This is Nancy Peterson at the FBI Central City. We have just been notified that a special federal task force is enroute to your city resources staging area to set up counter-terrorism operations. 9:21 AM           555-6888 I have an Exercise Message. This is Joyce McDonald at the Eldon Hospital Operations Center. An unconscious patient just arrived by ambulance who had apparently passed out while driving near the terrorist incident scene. His symptoms include excessive drooling and muscle spasms. He could be a victim of terrorist incident. We will confirm his diagnosis.               Message No. 71 Objective(s): Determined Potential Hazard Area. 9:30 AM           555-0987 I have an Exercise Message. This is Michelle Brown at the mayor’s office Central City. The mayor wants to make an initial statement to the media as soon as possible.  Tell the person in charge of Public Information at the EOC to fax a summary statement and written status report emphasizing Medical Care in 20 minutes to 555-6624 .  Also, the mayor wants to know what agencies you have notified.
