Local plan should follow the FEMA SLG 101 Guide For All Hazard Emergency Operations Planning

Our EOP follows the FEMA SLG 101 format.  The EOP contains a Basic Plan, Annexes for each FEMA emergency function, and hazard specific Appendices (Tabs) for each Annex.

Local plan should follow FEMA publication, "Managing The Emergency Consequence Of Terrorist Incidents"

Our EOP Tab N, Terrorism, of Annex A, Direction and Control, has same content in checklist and tables. Page 14 to the Basic Plan of EOP recommends using an EOC to centralize support coordination as a basic emergency strategy.

Develop or enhance the EOP to include WMD, terrorism

In addition to Tab N, Terrorism, of Annex A, the following Annexes have Terrorism Tabs that contain specific guidance: Communications And Warning, Emergency Public Information, Law Enforcement, Fire And Rescue, Public Works, And Transportation And Resources, Evacuation, Reception And Mass Care. Training related to developing or enhancing the EOP

Our EOP contains dozens of planning tables for organizing issues related to hazards, plans, and anticipated resources. Most tables are plans in themselves.

Workshops for local officials

Our EOP Basic Plan tables include Potential Hazards, Vulnerable Critical Facilities, Critical Resource Dependencies On Other Jurisdictions, Characteristics And Policies Of EOP Jurisdiction That May Affect Response And How. Each table can be the topic of a meeting.

FEMA recommends, but does not require, that the Terrorism appendix follow FEMA Basic Plan format: The Hazard, Situation And Assumptions, Concept Of Operations, etc.

Our EOP treats Terrorism as a specific hazard, according to SLG 101 guidance. Therefore, Annexes contain appendices for Terrorism. Terrorism appendices do not repeat the Basic Plan format, but are in checklist form with reference tables, so they can be used during EOC operations.

                                 5. Contacting all Native   American tribes

1. Modifying our EOP template is a means.
                                               2 & 3. A completed EOP (or EOC System) is a performance indicator and a major accomplishment.
                                             4.  Administrative staff can substantially complete reference tables within the EOP within 1 - 2 weeks. 
                                             5.  Can insert contact information on Native American tribes Contact into reference tables (from central database).

EOC should share common principles of     operations

Our EOP is intended to be used in the EOC. Our EOC System is a proven, reliable, manual system based on military command post operations and FEMA publications.  Our EOC System produces the content for EOC staff coordinator procedure binders, information displays, message form, and comprehensive training plan on EOC operations and recommended layout. 1. EOP template and EOC System have placeholders for local procedures.
                                             2.  Each EOP Annex is a checklist and most appendices (tabs) contain procedures. EOC System produces a set of binders for storing procedures and displays for information relevant to the EOC.
