EOC Biological Terrorism exercise
begins with policy level discussion of an apparent epidemic. The questions are, "Is this a terrorist attack? What disease are we dealing with? What can we or should we do about it?" Reports indicate that an attack may have already occurred at an unknown location within the jurisdiction. Up to 90 realistic voice messages begin to arrive. Hospitals report patient data on suspicious cases. The news media begins to inquire, sensing that the situation may become a national news item. Hospitals receive an increasing number of patients as the public begins to panic. State and local officials offer resources. As reports come in, the scope of the emergency is revealed.
