Clark Reynolds, Owner of Clark Reynolds & Co has over 25 years planning and management experience.

As an Army Officer, Mr. Reynolds planned and supervised the conduct of field exercises to evaluate a 200-man response force for Nuclear and Chemical Accident Incident Command systems. He also served as Division response planning liaison for a potential great quake in the San Francisco Bay area.

Mr. Reynolds has used his military planning and operations center experience to develop products for the EOC over the past five years. You can read some of the rationale for his designs in EOC Articles.

In addition to developing new products for EOC's over the past 7 years,
Mr. Reynolds designed, wrote and coordinated the Albuquerque Metropolitan Medical Response System (MMRS) Phase I, a federally funded program for preparing the largest US cities against a possible terrorist attack. He is the author of the New Mexico plan for the National Pharmaceutical Stockpile (NPS). As the coordinator for the Jefferson County, Alabama, MMRS Phase II, he wrote all MMRS deliverables and directed the successful MMRS Phase II Operational Verification. Current projects include a simplified Homeland Security Exercise Evaluation Program (HSEEP ) in Microsoft Word and Excel for small and medium-sized cities and counties.
