Mr. Reynolds has used his military planning and operations center experience to develop products for the EOC over the past five years.

In addition to developing new products for EOC's over the past 7 years, Mr. Reynolds designed, wrote and coordinated the Albuquerque Metropolitan Medical Response System (MMRS) Phase I, a federally funded
program for preparing the largest US cities against a possible terrorist attack.
He is the author of the New Mexico plan for the National Pharmaceutical Stockpile (NPS). As the coordinator for the Jefferson County, Alabama, MMRS Phase II, he wrote all MMRS deliverables and directed the successful MMRS Phase II Operational Verification. Current projects include a simplified Homeland Security Exercise Evaluation Program (HSEEP ) in Microsoft Word and Excel for small and medium-sized cities and counties.
